3、Qualification Requirements For Bidder
Qualifications or Performance:1) Bidders shall be independent legal persons or other organizations with legitimate business qualifications;
2) The bidder is not listed in the "Credit China" website (www.creditchina.gov.cn) within one year before the deadline for bid opening as having a fine of RMB 2 million (including) or more, and the record of administrative punishment having a relevant "license" (the enterprise registered in China shall provide it);
3) The bidder is the manufacturer of the bid goods, and shall provide the Medical Device Manufacturing Enterprise License of the People's Republic of China or the Filing Certificate of the First Type of Medical Device Production in accordance with the relevant provisions of the State; If the bidder is a marketing enterprise, it shall provide the "Medical Device Enterprise License of the People's Republic of China" or the "Filing Certificate of the Second Type of Medical Device Management" in accordance with the relevant provisions of the State. The bidder's production or business scope shall be consistent with the relevant national license;
4) The bid goods shall have the Medical Device Registration Certificate of the People's Republic of China or the Filing Certificate of Category I Medical Device, which is valid on the date of bid opening;
5) The bidder is a manufacturer specializing in the production of the required equipment, or a valid authorized agent;
6) The bidder has no major illegal record in business activities within three years before participating in government procurement activities;
7) The bidder has no criminal record of bribery since the start of business activities;
8) The bidder is not included in the list of persons subject to enforcement for trust-breaking and parties to major tax violation cases on the website of Credit China (www.creditchina.gov.cn), and is not included in the list of records of serious violations of law and dishonesty in government procurement on the website of Chinese Government Procurement (www.ccgp.gov.cn).
